ISEAS Perspective 2026/50
On 17-18 June 2026, the ASEAN-Russia Commemorative Summit (ARCS) took place in Kazan in southwest Russia. The main aim of the summit was to mark 35 years of ASEAN-Russia relations and 20 years of dialogue partnership. ARCS was an opportunity for both sides to review progress in the dialogue partnership, identify ways to strengthen relations and map out cooperative activities over the next five years.
ARCS served other purposes as well. For ASEAN, the summit was meant to underscore the bloc’s centrality, neutrality and inclusiveness amid intensifying great power rivalry.
